Partly right Happened 31 December 2009.
The economy was very weak through 2009 (unemployment rose to 10% in October 2009), but NBER dates the recession's end to June 2009 and GDP grew in the second half, so "in shambles throughout 2009" is only partly borne out. Chose partial over accurate as the more cautious call.
