By end-2022 most of the world had dropped COVID restrictions and daily life had largely resumed. But China only abandoned zero-COVID in December 2022, which set off a huge infection wave, and WHO kept COVID a global health emergency until May 2023. The world was mostly but not "completely" back to normal, so partial.
